The process of developing a Community Action Plan for
Cwmaman began in October 2001 in response to the Welsh Assembly decision
to support the 100 most deprived wards in Wales through its Community
First Programme.
Following a public meeting representatives from the community were
chosen to participate on the Partnership Board either on an individual
basis or on behalf of a community organisation. It was agreed to run
the Partnership independently from local authority control under the
lead partner Cwmaman Public Hall & Institute Ltd, which would
support the Partnership by providing accommodation, financial, legal
and personnel management. After securing financial support from the
Communities First Programme as part of Rhondda Cynon Taff Strategic
Renewal Partnership bid, core staff comprising of Co-ordinator &
Administrator were appointed.
Following this process the Partnership sought to develop five main
priority areas:

Youth Provision:
The Partnership undertook a Service Level Agreement with the Aberdare
based youth support organisation Chequers to survey the needs of
young people in the community and provide youth provision as part
of a programme of support for phase 1.

Capacity Building:
Increase the understanding and ability of the Partnership and community
groups through capacity building to manage the Partnership process
and increase general levels of awareness. The Co-ordinator undertook
this work.

Community Social
Audit: The communities opinions and priorities were surveyed
to guide the overall vision aims of the Partnership and help focus
on community objectives and targets. Two Social Audits were under
taken in the community, the first by Valleys Arts Marketing and
the second through Groundwork Trust.

Physical Mapping:
To survey existing infrastructure; highways, land usage, key buildings,
major landowners, environmentally sensitive areas, social housing
and derelict buildings & land. Incorporate proposed environmental
landscape improvement area, highway and street enhancement schemes
cross referenced with priorities, aims, objectives and targets of
the Community Action Plan.

Community Action
Plan Preparation: To appoint independent consultants to work
with the Partnership & Co-ordinator to develop a clearly identified
timetable and costed Action Plan with strategically thought out
projects that address community need and priorities. This would
then be used to help guide the Partnerships strategy over the next
10 years and secure additional core funding for 3 years from the
Assembly for running costs & staff and act as a funding strategy
to bring further investment into the community of money and external
agency support.
